The animation could be better but the over-the-top fight scenes, that are a trademark of this series, make this tape a worthwhile diversion.

The vicious Cell attacks Piccolo by sucking away his energy. The military interveins but to no sucess. Piccolo manages to escape with his arm lifeless. Before Cell moves in for the kill, Cell reveals that he is composed of cells from all the Z fighters. When Cell finishes his story, Piccolo regenerates his arm. Cell, however, manages to escape by using Solar Flare. Cell is off to collect human energy and to find Android 18 and 17 to become complete.
